The United States has reportedly prepared a new confidential peace proposal aimed at ending the war in Ukraine, which would require Kyiv to cede parts of its territory. According to several media outlets, the draft plan also calls for Ukraine to reduce its military capabilities, and President Volodymyr Zelensky is expected to comply, as implied by U.S. officials.
Sources familiar with the draft have indicated that it was developed in consultation with Russian officials.
This week, U.S. envoy Steve Witkoff met with Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council, in Miami, Florida, where he presented a 28-point plan. However, Russia has denied that any new peace proposal exists.
A Financial Times report, citing an unnamed government official, suggests that the draft largely favors Russia and would be highly advantageous to Russian President Vladimir Putin. Ukrainian officials familiar with the plan noted that it closely aligns with Russia’s previous demands, making meaningful negotiation from Kyiv’s side nearly impossible without major changes.
President Zelensky has emphasized that ending the nearly four-year conflict requires decisive action from the U.S. administration. On Telegram, he stressed that stopping the bloodshed and achieving lasting peace will require coordinated efforts among all stakeholders to ensure strong and effective U.S. leadership.
The draft reportedly requires Ukraine to relinquish the remaining parts of eastern Donbas under its control and reduce the size of its armed forces by half. It also calls for Ukraine to give up certain types of weapons while U.S. military support would continue.
Additional conditions reportedly include recognizing Russian as an official language in Ukraine and granting official status to the Ukrainian branch of the Russian Orthodox Church.
While Russia has confirmed ongoing communication with the U.S., it maintains that there has been no significant new development regarding a peace proposal to end the conflict.
