Appointments for Principals and Head Teachers in MPO-Listed Private Schools to Go Through NTRCA
The appointment of principals and head teachers in private schools and colleges enrolled in the Monthly Pay Order (MPO) system will now be conducted through the Non-Government Teachers’ Registration and Certification Authority (NTRCA). This initiative has been confirmed by the education advisor of the interim government, Professor Chowdhury Rafiqul Abbar (C.R. Abbar).
Speaking as the chief guest at an event organized by the Ministry of Education at the Osmani Memorial Auditorium in Dhaka on World Teachers’ Day, C.R. Abbar highlighted the Ministry’s plans for this reform. MPO-listed teachers and staff receive monthly government grants as part of their salaries, which include a basic pay and certain allowances.
Currently, assistant teachers are recruited based on NTRCA examinations and recommendations. However, appointments for principals, vice-principals, head teachers, deputy head teachers, and staff have traditionally been made by the school management committees. These appointments have often faced allegations of corruption and favoritism.
Recently, the Ministry of Education revised the long-standing practice of staff recruitment in MPO-listed private schools. Under the new rules, management committees will no longer have the authority to make such appointments. Instead, a committee led by the Deputy Commissioner (DC) will oversee examinations, evaluations, and recommendations for these positions. Members of the management committees will not be included in this panel.
The plan to route principal and head teacher appointments through NTRCA has been under discussion for a long time, and the Ministry has now taken formal steps to implement it. According to the education advisor, this approach will ensure that school leadership is appointed based on merit and qualifications. He also mentioned that the process of enrolling new institutions under the MPO system is ongoing.
