Since independence, the definition of a freedom fighter in Bangladesh has been revised five times. The most recent change came in June last year, introducing the categories “Bir Freedom Fighter” and “Associate of the Liberation War.” Whether this latest definition by the interim government will remain in effect is now under renewed discussion.
Although the interim administration stayed in power for nine months after making the change, progress in classifying individuals under the new categories has been limited. The verification process is handled by the National Freedom Fighters Council under the Ministry of Liberation War Affairs. During this period, about 40 individuals were recommended to be listed as “Associates of the Liberation War.”
According to the ministry’s latest data, there are approximately 198,000 recognized Bir Freedom Fighters in the country. Reclassifying them under the updated definition would require a comprehensive and time-consuming review. Officials say the process is complex and remains controversial, so they are awaiting a clear government decision before proceeding.
The definition of a freedom fighter was first established on August 7, 1972, through a presidential order. It originally referred to anyone who served as a member of any force engaged in the Liberation War. Minor adjustments were made in 1980, mainly concerning allowances and benefits.
More significant changes came later, particularly in 2018 and again in 2025. The 2018 revision broadened the scope to include not only combatants but also civilians who prepared for war, received training, contributed from abroad, or played roles in shaping international opinion. It also included members of various recognized forces, professionals, and officials who served the provisional government during the war.
Following political changes in 2024, the interim government amended the law again in 2025, further refining the definition and introducing new classifications. However, debates over these criteria continue, leaving the future of the latest definition uncertain.
