Syed Moinul Hasan is the Chief Engineer of the Roads and Highways Department (RHD). Prior to this, he served as the Additional Chief Engineer in the Planning and Maintenance Division of RHD.

Moinul Hasan’s intelligence, skill, and foresight are evident in his work. Known for his close association with Obaidul Quader during the Awami League era, he has maintained strong ties with the interim government. Multiple RHD officials have mentioned that Mohammad Faujul Kabir Khan, the advisor to the Ministry of Roads and Bridges, reportedly cannot function without him. The question arises: How influential must an officer be to continue managing the RHD with such authority, despite his promotion under the autocratic rule of the Awami League? Many in the media and various professions find it difficult to meet him. Those seeking his appointment often hear, “Sir is very busy, the advisor keeps him extremely busy, and due to the inefficiency of the secretary, Sir has to act as a proxy”.

This hardworking, talented, and shrewd chief engineer enjoys a strong reputation, but also faces various criticisms. One of the major reasons is his action of blacklisting over 50 contractors, alongside his ability to control the Roads Department and maintain greater trust with the current advisor than even Obaidul Quader. His influence in the department is unmatched by any other. He has continued his work with significant authority under both the previous autocratic and current  regimes.

Many people say that he is an exceptionally honest person and extremely hardworking. Some describe him as very stubborn and somewhat ill-tempered, but he is universally praised for his dedication and integrity—traits that were also commonly associated with the regime’s development during the autocratic era. As a Chhatra League leader of the Bangladesh University of Engineering and Technology (BUET), he has earned significant respect. He is a prominent member of the Bangabandhu Engineers’ Council, and in the 2022 IEB elections, he was elected as a Central Council Member without opposition as a candidate nominated by the council. What has that achieved? He remains a trusted figure of the current revolutionary government’s advisor. This indicates that the Awami flag continues to wave high at RHD, while those betraying the martyrs’ blood enable such affairs.

On Sunday, July 2, 2023, through a gazette notification signed by Mohammad Sher Mahbub Murad, the Deputy Secretary of the Ministry of Road Transport and Bridges, Syed Moinul Hasan was appointed as the Chief Engineer. He succeeded Mohammad Ishaq, the previous chief engineer of RHD.

Syed Moinul Hasan was born on December 31, 1971, in Dhaka, with his ancestral home in Panchuria village, Lohagara upazila, in Narail district. His father, Syed Siddiq Ali, and mother, Shahida Siddiq, raised him. He completed his SSC from Jhenaidah Cadet College in 1987 and his HSC in 1989, earning a place on the merit list for both exams. In 1996, he earned a B.Sc. in Civil Engineering from the Bangladesh University of Engineering and Technology (BUET). Later, he pursued higher education, obtaining an MSc in Computing Networks from the University of Derby, UK, in 2002, and an MBA with a major in Finance from the National Institute of Development Administration (NIDA), Thailand, in 2008.

Syed Moinul Hasan joined the Roads and Highways Department as an Assistant Engineer on January 25, 1999, and has served in various positions with dedication. As an Assistant Engineer, he worked in areas such as Bridge Periodic Maintenance, HDM, Operation Division, MIS and Estate Circle, and was also the Sub-Divisional Engineer in the HDM Operation Division. He was later promoted and served as an Executive Engineer in the field at the Habiganj Road Division.

Additionally, he served as Assistant Project Manager for the Jamuna Bridge Access Road Project and Project Director for the Matarbari Ultra Super Critical Coal-Fired Power Project, where he was highly praised for his performance. He later worked as the Additional Chief Engineer for the Mymensingh Zone, where his visionary and robust leadership stood out. Most recently, he served as the Additional Chief Engineer in the Planning and Maintenance Wing, where he achieved great success. In 2023, he was honored with the Shuddhachar (Integrity) Award for his work.

Syed Moinul Hasan has also worked abroad in various deputation roles. He served as a Transport Planner at the Dhaka Transport Coordination Authority (DTCA), Director at the Ministry of Foreign Affairs, and Counselor at the Bangladesh Embassy in Rome.

As part of his government duties, he has participated in training, seminars, and workshops in countries such as South Korea, the United Arab Emirates, Thailand, and Malaysia.

He is currently an esteemed member of the Central Council of the Institute of Engineers, Bangladesh. Previously, he held the position of President of the Roads and Highways Engineers’ Association.

In his personal life, Syed Moinul Hasan is the father of two daughters and one son. His wife, Ferdousi Shahriar, is a member of the BCS Foreign Affairs cadre and currently serves as the Deputy Chief of Mission at the Bangladesh Embassy in Washington, DC.
