NBR Protest Heats Up Again, Section 144 Enforced in the Capital

Officials and employees of the National Board of Revenue (NBR) have once again begun a pen-down strike. The work stoppage started on Monday morning (June 23), as part of their ongoing protest demanding the removal of NBR Chairman Abdur Rahman Khan and objecting to the exclusion of the NBR Reform Unity Council from the committee formed to review the ‘Revenue Policy and Revenue Management Ordinance.’ Despite the Dhaka Metropolitan Police (DMP) imposing Section 144 in and around the NBR premises to prohibit gatherings, the officials and employees continued their scheduled sit-in and pen-down protest from 9 AM to 12 PM at the NBR headquarters. On Saturday (June 21), the NBR Reform Unity Council held a press conference, rejecting the newly formed ordinance committee and announcing the resumption of the pen-down movement. Leaders of the council noted that as the national budget is set to be passed on Sunday (June 22), NBR employees in Dhaka would observe their protest at the headquarters, while employees from other offices would join from their respective workplaces. Earlier, on May 12, the government dissolved the NBR and introduced two new divisions: the Revenue Policy Division and the Revenue Management Division, which sparked continuous protests under the banner of the NBR Reform Unity Council. Although the government later promised to revise the ordinance by July 31, the formation of a six-member committee on June 19—composed solely of customs and taxation cadre officers—has drawn fresh objections from the protesting group.
