Mansur Replaced, Mostakurr Named Governor

The government has appointed Md. Mostakurr Rahman as the new Governor of Bangladesh Bank, replacing Ahsan H. Mansur. The decision was announced today through separate notifications issued by the Financial Institutions Division of the Ministry of Finance.

One notification stated that the remaining tenure of Ahsan H. Mansur as Governor has been cancelled in the public interest, with immediate effect.

Another notification confirmed that Md. Mostakurr Rahman has been appointed as Governor of Bangladesh Bank for a four-year term from the date he assumes office. His appointment is subject to relinquishing all professional ties with other institutions and organizations, in accordance with the Bangladesh Bank Order. The order also takes effect immediately in the public interest.

Mostakurr Rahman is a Fellow Cost and Management Accountant (FCMA) and a businessman by profession. He serves as the Managing Director of Hera Sweaters, an environmentally friendly manufacturing company based in Narayanganj. This marks the first time in Bangladesh’s history that a businessperson has been appointed as Governor of the central bank.

Born in Dhaka in 1966, Mostakurr Rahman completed his undergraduate and postgraduate studies in Accounting at the University of Dhaka. He later earned the FCMA qualification from the Institute of Cost and Management Accountants of Bangladesh (ICMAB).

An entrepreneur with diverse business interests, he operates in both the ready-made garments and real estate sectors. He has over three decades of experience working on financial governance, particularly in corporate finance, exports, institutional governance, and financial management.

Rahman has been associated with several trade and business organizations, including BGMEA, REHAB, the Association of Travel Agents of Bangladesh (ATAB), and the Dhaka Chamber of Commerce & Industry. He has served on various committees within these bodies and also has experience working with the Chittagong Stock Exchange Limited.

Following the mass uprising on August 5, 2024, which led to the fall of the Sheikh Hasina government, then-Governor Abdur Rouf Talukder was no longer seen publicly. After the interim government assumed office, economist Ahsan H. Mansur was appointed Governor of Bangladesh Bank on August 14, 2024. Nine days after the BNP-led government came to power, his appointment was revoked and a new Governor was named.

Speaking to reporters at the Secretariat, Finance Minister Amir Khosru Mahmud Chowdhury said the change reflects the priorities and programs of the new government. He indicated that similar changes are taking place in various institutions and that more adjustments are expected.
