Recommendation for Retroactive Promotion of 78 Retired Officials in Non-Administrative Cadres

 

Following promotions in the administrative cadre, a review committee has now recommended retroactive promotions for 78 retired officials from other cadres who were previously overlooked.

 

Among those recommended, 12 officials qualify for Grade-1 positions, 32 for Grade-2, and 34 for Grade-3. All of these officers have already retired. Promotions applied to periods prior to the current date are considered retroactive.

 

On Wednesday, Zakir Ahmed Khan, former Finance Secretary and head of the committee reviewing the applications of overlooked retired officials, submitted the review report to Chief Adviser Professor Muhammad Yunus at his office. This marks the committee’s second report.

 

Based on the committee’s first report, retroactive promotions have already been granted to 764 retired officials, ranging from Deputy Secretary to Secretary levels in the administration.

 

The Chief Adviser’s press wing informed the media that the five-member committee, chaired by Zakir Ahmed Khan, was formed on September 16 last year to review applications from officials who faced promotion denial under the Ministry of Public Administration between 2009 and August 4, 2024, and who subsequently retired. The committee conducted its work in two phases. The first phase, covering Deputy Secretary to higher-level positions, concluded with a report submitted to the Chief Adviser on December 10 last year.

 

In the second phase, applications were invited from officials in non-administrative cadres with Grade-3 or higher positions. A total of 318 applications were received, of which 68 fell outside the committee’s scope, and 40 were incomplete. After reviewing 210 valid applications, the committee recommended retroactive promotions for 78 officials: 6 for three-step promotions, 17 for two-step, and 55 for one-step. Promotions were not recommended for 132 applicants.
