The list of corruption allegations against Roads and Highways Department Executive Engineer Abdur Rahim, also known as Samrat (official ID No. 602227), continues to grow. He is now accused of abusing his authority to set up at least six illegal taxi stands at key points along the Dhaka–Narayanganj Link Road, in violation of government regulations.

Illegal “Free Parking” Zones on Link Road

According to an investigation, six important points on Narayanganj Link Road have reportedly been turned into illegal taxi stands under the cover of so-called “free parking zones” by Engineer Abdur Rahim Samrat. Under Roads and Highways Department regulations, establishing such stands on major highway points is strictly prohibited. However, it is alleged that he has been controlling these operations through misuse of power.

There are further allegations that regular extortion money is collected from these stands and goes directly into his pocket.

When contacted by phone, he reportedly failed to provide any satisfactory explanation. During the conversation, he allegedly tried to avoid the questions by making irrelevant and incoherent remarks. An audio recording of the call is said to be preserved.

Rapid Rise in Wealth: Luxury Flat in Dhanmondi and Lavish Lifestyle

Currently serving as executive engineer  of Narayanganj RHD , the official is said to maintain a lavish lifestyle. Sources claim he owns a luxury apartment (Flat 5/B) at House No. 121, Road 9/A, Dhanmondi, Dhaka. He is also reportedly a joint owner of an under-construction building at House No. 101 on the same road.

Although he claims his Toyota vehicle belongs to his former banker father-in-law, it is alleged that he recently purchased a black luxury jeep. Even those close to him are said to be surprised by the scale of his personal spending. His weekly grocery expenses alone are reportedly between Tk 20,000–25,000, exceeding what would be expected from his official salary.

Contractors Held Hostage and Influence Syndicate

One of the most serious allegations against Engineer Rahim involves a “percentage trade” scheme. It is claimed that contractors who refuse to pay commissions face delays in their work or other forms of pressure, through which he allegedly amassed crores of taka.

To shield these activities, he is accused of using a relative from his in-laws’ side who works as a journalist for a private television channel. Through that influence, he has reportedly earned a reputation within the department as being untouchable.

Regarding the allegations, Dr. Nazmul Haque Nawroz, Superintending Engineer of Narayanganj Roads and Highways Department, stated:

“We will investigate the allegations against Narayanganj Executive Engineer Samrat, and if he is found guilty, he will not be spared.”

Public Demands for Investigation

The Anti-Corruption Commission (ACC) and the relevant ministry have reportedly begun examining allegations of wealth beyond known income sources.

Concerned citizens of Narayanganj are demanding the removal of illegal stands from Link Road, along with the publication of a full report on all alleged irregularities.

Many honest officials within the department believe that if the high-level investigation proceeds properly, the full extent of Engineer Rahim’s alleged corruption and the true source of his wealth will soon come to light.
