NCP proposes Constituent Assembly to implement July Charter

The National Citizens Party (NCP) has suggested that establishing a Constituent Assembly would be the most effective approach to put the July Charter into action.

In a letter issued today, signed by NCP Joint Convenor Javed Rasin and addressed to Prof Ali Riaz, vice-president of the National Consensus Commission, the party laid out its proposal.

According to the letter, because the July Charter embodies the will of the people, its execution should be entrusted to a body directly representing the citizens.

NCP argued that a Constituent Assembly would ensure participation from across society — political parties, community groups, and other stakeholders — thereby making the process more inclusive.

The letter further noted that such an arrangement would help establish a constitutional structure for implementing reforms, safeguard the core values of democracy, and prevent future political deadlocks or crises of legitimacy.

The party expressed confidence that the National Consensus Commission would give due consideration to their recommendation and include the Constituent Assembly in the July Charter’s implementation roadmap.
